Abstract:	ในบรรดาวัสดุอุปกรณ์เพื่อการศึกษาของห้องสมุดสิ่งพิมพ์รัฐบาลเป็นเอกสารอ้างอิงชั้นหนึ่งที่เชื่อถือได้นักศึกษาและนักวิจัยจำเป็นต้องใช้อ้างอิงในการศึกษาและวิจัยบรรณารักษ์จะต้องคัดเลือกและจัดหาเข้าห้องสมุดเช่นเดียวกับหนังสือและวัสดุอุปกรณ์อื่นๆ บรรณานุกรมและรายชื่อสิ่งพิมพ์รัฐบาลเป็นสิ่งจำเป็นสำหรับบรรณารักษ์ที่จะใช้เป็นคู่มือในการคัดเลือกสิ่งพิมพ์รัฐบาลเข้าห้องสมุดแหล่งที่จะจัดหาสิ่งพิมพ์รัฐบาลเข้าห้องสมุดคือหน่วยราชการต่างๆ ของรัฐบาลที่ทำหน้าที่จัดพิมพ์และเผยแพร่บรรณารักษ์จำเป็นต้องมีความรู้เรื่องการจัดแบ่งส่วนราชการเพื่อจะได้ติดตามจัดหาและจัดเก็บสิ่งพิมพ์รัฐบาลไว้บริการได้ถูกต้อง การจัดเก็บในห้องสมุดมีวิธีจัดทำเป็น ๒ แบบคือการจัดรวมสิ่งพิมพ์รัฐบาลไว้กับหนังสืออื่นการจัดแยกสิ่งพิมพ์รัฐบาลไว้โดยเฉพาะการที่ห้องสมุดประเภทใดจะจัดเก็บสิ่งพิมพ์รัฐบาลวิธีใดนั้นควรจะได้พิจารณาเกี่ยวกับสถานที่ปริมาณสิ่งพิมพ์ที่ได้รับเงินงบประมาณในการใช้จ่ายและจำนวนเจ้าหน้าที่ที่จะดำเนินงานการจัดรวมสิ่งพิมพ์รัฐบาลไว้กับหนังสืออื่นๆนั้นบรรณารักษ์จะจัดหมู่สิ่งพิมพ์รัฐบาลตามระบบเดียวกับการจัดหนังสือทั่วไปในห้องสมุดแต่ถ้าจัดแยกไว้เป็นสิ่งพิมพ์รัฐบาลโดยเฉพาะจะต้องมีระบบการจัดหมู่ที่แตกต่างออกไปเพื่อให้ผู้ใช้ได้รับความสะดวกการจัดที่เป็นระเบียบและสามารถรวบรวมสิ่งพิมพ์รัฐบาลให้อยู่รวมในที่แห่งเดียวกันได้ดีที่สุดคือการจัดสิ่งพิมพ์รัฐบาลไว้ตามลำดับ กระทรวง กรม กอง ที่จัดพิมพ์ วิทยานิพนธ์เรื่องนี้ได้ศึกษาเกี่ยวกับการจัดพิมพ์ การเผยแพร่ การจัดเก็บและการจัดหมู่สิ่งพิมพ์รัฐบาลทั้งของไทยและต่างประเทศผู้เขียนได้เสนอแนะระบบวิธีการจัดหมู่สิ่งพิมพ์รัฐบาลไทยโดยเทียบเคียงกับระบบวิธีการจัดหมู่สิ่งพิมพ์รัฐบาลต่างประเทศที่ได้วางระบบวิธีการจัดไว้แล้วเป็นอย่างดีและที่ได้ใช้เป็นหลักปฏิบัติมาเป็นแนวทางให้ชื่อว่าระบบวิธีการจัดหมู่สิ่งพิมพ์รัฐบาลไทย
Other Abstract:	Government publications are primary sources of library materials upon which students and researchers have depend as reference in their research work. Librarians should make these publications available to educators and general readers in the same manner they do with books and other reference materials. Sources of these publications are government offices, which are responsible for their printing and distribution. Librarians should be well-versed in the organizational structure of the government in order for them to be fully able to acquire, and organize the publications. Bibliographies and lists are necessary for librarians in their selection of publications. There are two systems of the organization of government publications used in libraries: distributed and separated. The question of which method of organization should be best for each library needs careful consideration about the space, quantity of publications received, the amount of budget and the number of staff available. The best method of classification to organize all government publications separately is by governmental agencies, arranging them by issuing offices. This thesis is a result of research work made into the government publication, printing, distribution, organization and classification of publications practiced both in Thailand and abroad. The author has recommended the classification system for Thai government publications in its relation to the practice that has been followed in foreign countries which has long been practiced and systematized. The system is entitles “The Thai Government Publications Classification System.”
