dc.description.abstract	การวิจัยครั้งนี้มีวัตถุประสงค์เพื่อศึกษาสภาพปัจจุบัน ปัญหา และอุปสรรคของการยกระดับวิชาชีพครูด้านการควบคุมและส่งเสริมวิชาชีพครู พร้อมทั้งเสนอแนวทางการยกระดับวิชาชีพครูด้านการควบคุมและส่งเสริมวิชาชีพครู ผลการวิจัยพบว่า สภาพปัจจุบัน ปัญหาและอุปสรรคของการยกระดับวิชาชีพครูด้านการควบคุมมาตรฐานการผลิตครู ด้านการควบคุมมาตรฐานโดยการออกใบอนุญาตประกอบวิชาชีพครู ด้านการควบคุมมาตรฐานโดยการกำหนดเกณฑ์มาตรฐานขั้นต่ำ และด้านการส่งเสริมวิชาชีพครู จากการศึกษาเอกสารการสัมภาษณ์สอดคล้องกับความคิดเห็นของกลุ่มตัวอย่างคือ ผู้ผลิตครู ผู้ใช้ครู และผู้ประกอบวิชาชีพครู ในทุกด้าน แนวทางในการยกระดับวิชาชีพครูมีแนวปฏิบัติดังนี้ ในด้านการควบคุมมาตรฐานการผลิตครูควรส่งเสริมวิธีการให้โควต้าพิเศษสำหรับบุคคลที่เรียนดีจากจังหวัดต่าง ๆ เข้ามาเรียนครู โดยการให้ทุนการศึกษาและประกันการมีงานทำ ควรมีการพัฒนาเครื่องมือคัดเลือกนักศึกษาครูตลอดจนผู้ที่จะสอบบรรจุครูให้สามารถวัดได้ทั้งความรู้ด้านเนื้อหาวิชาและคุณลักษณะของการเป็นครู สถาบันผลิตครูควรลดจำนวนผลิตลงและมุ่งสร้างคุณภาพของผู้ที่จะเข้าสู่วิชาชีพครูให้มีประสิทธิภาพมากขึ้นตลอดจนเร่งพัฒนาครูประจำการให้มีความรู้ความสามารถตามเทคโนโลยีที่เปลี่ยนแปลงตลอดเวลา และสถาบันผลิตครู ควรประสานงานกันเพื่อกำหนดมาตรฐานการผลิตครูให้ได้มาตรฐานเดียวกันและรับประกันผู้สำเร็จว่ามีคุณภาพตรงตามมาตรฐานการผลิตทุกคน สำหรับในด้านการควบคุมมาตรฐานโดยการกำหนดใบอนุญาตประกอบวิชาชีพครูควรมีการออกใบอนุญาตประกอบวิชาชีพครูโดยการออกพระราชบัญญัติควบคุมผู้ประกอบวิชาชีพครูให้องค์กรวิชาชีพครูดำเนินการออกใบอนุญาตประกอบวิชาชีพครู ส่วนในด้านการควบคุมมาตรฐานโดยการกำหนดเกณฑ์มาตรฐานขั้นต่ำควรกำหนดให้ผู้ที่จะเข้าสู่วิชาชีพครูต้องสำเร็จปริญญาตรีเป็นอย่างต่ำ และควรเป็นปริญญาตรีทางการศึกษาสำหรับผู้ที่จบปริญญาตรีทางวิชาชีพอื่นหากประสงค์จะเข้าสู่วิชาชีพครู ควรได้รับการศึกษาหรือฝึกอบรมวิชาชีพครูเพิ่มเติม การยกระดับวิชาชีพครูด้านการส่งเสริมวิชาชีพครู ควรดำเนินไปพร้อมกับการควบคุมวิชาชีพครูทั้งนี้ให้มีการร่วมมือกันระหว่างหน่วยงานต้นสังกัดและสถาบันผลิตครูที่จะเป็นแหล่งให้การส่งเสริมและพัฒนาวิชาชีพครูโดยให้ครูเสียค่าใช้จ่ายน้อยที่สุด นอกจากนี้ควรกำหนดหลักสูตรการศึกษาหรือฝึกอบรมเพิ่มเติม โดยคำนึงถึงความสอดคล้องกับภาระงานในหน้าที่ของครูเป็นสำคัญและควรส่งเสริมให้ครูได้มีโอกาสศึกษาดูงานเพื่อแลกเปลี่ยนประสบการณ์ซึ่งกันและกันอยู่เสมอ	-
dc.description.abstractalternative	The purposes of this research were to study present status, problems, obstacles as well to propose guidelines concerning to the control and promotion of teaching profession. The results of the study, from the documents and interviews, revealed that the present status, problems and obstacles of the promotion of teaching profession concerning the control of teacher's standardization, vocational certificate, minimum standard level and the teacher's promotion appeared as the same opinions of the producers and utilizers in every aspect. Promotion teacher's profession guidelines were: Production standard's control: It should be promoted by providing special quota for the genius from other provinces with scholarships and working guarantee. The methods for selecting students and teacher should be developed in order to be able to test academic knowledge and teacher's characteristics. Teaching institutes should reduce the amount of students and aimed to create the quality of the new becoming teachers. Teacher development should be improved in order to comply with the new technology. Teacher institutes should coordinate among each others to build the same standards which were guarantee. Teacher profession's standard control: Teacher vocational certificate should be issued by the teacher organization. Bachelor degree in education should be required as the minimum for teacher's profession. It should be trained or having special course for others who were graduated with other degrees. The teacher profession promotion: It should go along with the teacher profession control by coordinating among teacher institutes and their headquartor. Teacher institutes would be the promotion unit and developed teacher profession with the least expenses. The curriculum and special training course should be planned which based on teacher's workload. experiences and field-trip should be promoted too.	-
