| Abstract: | พื้นที่สาธารณะเป็นพื้นที่ที่มีความสำคัญและส่งผลต่อคุณภาพชีวิตที่ดีของคนในเมืองเป็นอย่างมาก แต่ทั้งนี้ปัญหาต่าง ๆ ของสวนสาธารณะที่เกิดขึ้น ส่วนหนึ่งเกิดจากปัญหาการบริหารจัดการพื้นที่สาธารณะที่ยังขาดกลไกของกระบวนการมีส่วนร่วมอย่างมีศักยภาพ งานวิจัยชิ้นนี้จึงมีวัตถุประสงค์ คือ 1) เพื่อศึกษาแนวทางการบริหารจัดการพื้นที่สาธารณะที่มุ่งเน้นกระบวนการมีส่วนร่วม 2) เพื่อศึกษาปัจจัยที่ส่งผลต่อกระบวนการมีส่วนร่วมในการบริหารจัดการพื้นที่สาธารณะในเมือง กรณีศึกษา สวนหลวงพระราม 8 เขตบางพลัด กรุงเทพมหานคร และ 3) เพื่อวิเคราะห์ช่องว่างระหว่างแนวทางการจัดการพื้นที่สาธารณะที่มีศักยภาพและพื้นที่สาธารณะกรณีศึกษา และเพื่อนำไปสู่การเสนอแนะแนวทางการพัฒนากระบวนการมีส่วนร่วมของประชาชนในการบริหารจัดการพื้นที่สาธารณะ โดยใช้ระเบียบวิธีการวิจัยเอกสารเพื่อสร้างตัวอย่างที่ดีในการบริหารจัดการพื้นที่สาธารณะอย่างมีส่วนร่วม โดยวิเคราะห์ผ่านแนวคิดการบริหารจัดการพื้นที่สาธารณะและทฤษฎีกระบวนการมีส่วนร่วม และวิจัยเชิงคุณภาพประกอบด้วย การสังเกตการณ์อย่างไม่มีส่วนร่วมในการใช้พื้นที่สวนสาธารณะพระราม 8 และการสัมภาษณ์ผู้ให้ข้อมูลสำคัญ ซึ่งใช้การสุ่มกลุ่มประชากรแบบเจาะจง ที่ทำกิจกรรมในสวนทั้งหมด 6 ประเภทๆละ 2 คน รวม 12 คน และสัมภาษณ์ผู้มีอำนาจหน้าที่โดยตรงในการบริหารจัดการพื้นที่สาธารณะ อีก 2 คน ผลการศึกษาพบว่า ปัจจัยที่ส่งผลต่อกระบวนการมีสวนร่วมในสวนหลวงพระราม 8 ประกอบด้วยปัจจัยที่สำคัญ 3 ปัจจัย คือ 1) ปัจจัยด้านกายภาพ 2) ปัจจัยด้านการบริหารจัดการ และ 3) ปัจจัยด้านการมีส่วนร่วม ซึ่งเป็นปัจจัยทางกายภายที่ส่งเสริมกระบวนการมีส่วนร่วมในการบริหารจัดการพื้นที่สาธารณะได้ชัดเจนที่สุดเมื่อเทียบกับปัจจัยอื่น ๆ ดังนั้นการสร้างตัวอย่างการบริหารจัดการพื้นที่สาธารณะอย่างมีส่วนร่วมต้องมีขั้นตอนในการดำเนินการดังนี้ 1) การจัดหาพื้นที่สาธารณะอย่างมีส่วนร่วม 2) การออกแบบพื้นที่สาธารณะอย่างมีส่วนร่วม 3) การระดมทุนและจัดสร้างพื้นที่สาธารณะอย่างมีส่วนร่วม 4) การบริหารจัดการพื้นที่สาธารณะอย่างมีส่วนร่วม 5) การดูแลและฟื้นฟูพื้นที่สาธารณะอย่างมีส่วนร่วม ทั้งนี้ข้อเสนอแนะต่อแนวทางการพัฒนากระบวนการมีส่วนร่วมในการบริหารจัดการพื้นที่สาธารณะของประเทศไทย มีดังนี้ 1) ปรับแก้ข้อกฎหมายที่ว่าด้วยอำนาจหน้าที่ในการบริหารจัดการพื้นที่สาธารณะ 2) จัดตั้งองค์กรเอกชนเพื่อการพัฒนาพื้นที่สาธารณะและเป็นตัวแทนในการบริหารจัดการพื้นที่สาธารณะ 3) กำหนดต้นแบบการบริหารจัดการพื้นที่สาธารณะอย่างมีส่วนร่วมที่ระบุถึงขั้นตอนในการบริหารจัดการพื้นที่สาธารณะ 4) สร้างจิตสำนึกการเป็นเจ้าของพื้นที่สาธารณะเพื่อให้เกิดการตระหนักในการดูแลรักษาพื้นที่สาธารณะ และ 5) ผลักดันโครงการ Green Bangkok 2030 ให้สอดคล้องกับต้นแบบการบริหารจัดการพื้นที่สาธารณะอย่างมีส่วนร่วมและกำหนดเข้าสู่กรอบการออกกฎหมายอย่างเป็นรูปธรรม |
| Other Abstract: | Public spaces are areas of great importance and have a significant impact on the quality of life of the city but the problems of the parks are partly due to problems in managing public spaces that lack the mechanisms of the potential participation process. 1) To study public space management guidelines that focus on the participation process, 2) to study the factors affecting the process of participation in the management of public spaces in the city. 3) To analyze the gap between the approach to managing potential public spaces and public areas, and to lead the development of public participation processes in public space by using research methodology, documents to create a good practice for public space management in a engaging manner. Non-participating observations of Rama 8 park space and interviews with key contributors, which use a random, specific demographic group that performs 6 types of activities, 2 people, a total of 12 people. and interviews with direct authority to manage public spaces. The study found that one aspect of good prototyping consisted of 1) such as participating public space management. Two parts are the authority mechanism for managing public spaces and the principle of participating public space management. 2) Spatial examples include the design of public spaces in a participatory way from Poznan. Poland and The Management of Public Spaces from Shinjuku, Japan the two factors affecting the process of having a joint garden in Rama 8 are three key factors: 1) Physical factors, 2) management factors, and 3) participation factors, which are physical factors that promote the process of participation in public space management as clearly as possible compared to other factors. 1) Engaging public space provision 2) Designing public spaces in a engaging manner 3) Fundraising and creating participatory public spaces 4) Participating public space management 5) The care and restoration of public spaces in a participatory manner. As follows: 1) Amending the Law on The Management of Public Spaces 2) Establishing a Private Organization for Public Spaces Development and representing public space management 3) Establishing a participatory public space management model that identifies the procedures for managing public spaces supervised by the park office in conjunction with private organizations for public space development. 4) To raise awareness of public space ownership in order to realize the preservation of public spaces, and 5) to push green bangkok 2030 in accordance with the public space management model in a way that is involved and established in a concrete legislative framework. |
