| Abstract: | วัตถุประสงค์ของการวิจัย วัตถุประสงค์ของการวิจัยมีดังต่อไปนี้ 1. เพื่อศึกษาบทบาทการทำนุบำรุงส่งเสริมวัฒนธรรมของชาติของวิทยาลัยครูในเขตภาคใต้ 2.เพื่อศึกษาถึงวิธีดำเนินงานการส่งเสริมทำนุบำรุงวัฒนธรรมท้องถิ่นในเขตที่วิทยาลัยแต่ละแห่งรับผิด ชอบ 3.เพื่อศึกษาปัญหาและอุปสรรคในด้านการดำเนินการทำนุบำรุงส่งเสริมรักษาวัฒนธรรมท้องถิ่นของ วิทยาลัยครูในเขตภาคใต้ 4.เพื่อเสนอแนะแนวทางในการทำนุบำรุงวัฒนธรรมในเขตภาคใต้ วิธีดำเนินการวิจัย กลุ่มตัวอย่างประกอบด้วย ผู้บริหาร อาจารย์ และคณะกรรมการประจำศูนย์วัฒนธรรมในวิทยาลัย ครูในเขตภาคใต้ทั้ง 9 แห่ง รวมจำนวน 261 คน การเก็บและรวบรวมข้อมูลกระทำโดยการเดินทางด้วยตนเองและส่งทางไปรษณีย์ไปยังกลุ่มตัวอย่างดัง กล่าว และได้รับแบบสอบถามคืนมาทั้งหมด 205 ฉบับ หรือคิดเป็นร้อยละ 78.54 เครื่องมือที่ใช้ในการวิจัย เป็นแบบสอบถามและแบบสัมภาษณ์ที่ผู้วิจัยได้สร้างขึ้นอย่างละ 1 ฉบับ แบบสอบถามได้จัดทำเป็นสี่ตอน คือ ตอนแรก เป็นสถานภาพของผู้ตอบแบบสอบถาม ตอนที่สอง เป็นความคิดเห็นในด้านลักษณะงานและวิธีดำเนินการจัดกิจกรรมทางด้านวัฒนธรรม ตอนที่สาม เป็นความคิด เห็นเกี่ยวกับกิจกรรมทางด้านวัฒนธรรม และ ตอนที่สี่ เป็นปัญหาหรืออุปสรรคในการดำเนินงานทางด้าน วัฒนธรรม ส่วนแบบสอบสัมภาษณ์นั้นได้จัดทำ เป็นสามตอนคือ ตอนแรก เป็นสถานภาพของผู้ให้สัมภาษณ์ ตอนที่สอง เป็นข้อมูลเกี่ยวกับ กิจกรรมทางด้านวัฒนธรรมที่วิทยาลัยจัดใหม่ขึ้น และ ตอนที่สาม เป็นปัญหา หรืออุปสรรคในด้านต่าง ๆ เกี่ยวกับการดำเนินงานทางด้านวัฒนธรรม การวิเคราะห์ข้อมูล ใช้วิธีหาร้อยละ (Percent) ค่าเฉลี่ย (Mean) ค่าความเบี่ยงเบนมาตรฐาน (Stendard Daviation) ข้อค้นพบจากการวิจัย ข้อค้นพบจากการวิจัย สรุปได้ดังนี้ 1. การดำเนินบทบาทในการทำนุบำรุงส่งเสริมวัฒนธรรมของชาติ ของวิทยาลัยครูในเขตภาคใต้นั้นยัง จัดอยู่ในระดับค่อนข้างน้อย 2. วิธีดำเนินงานการส่งเสริมทำนุบำรุงวัฒนธรรมท้องถิ่นในเขตที่วิทยาลัยครูแต่ละแห่งรับผิดชอบนั้น สรุปได้ดังนี้ ลักษณะงานที่วิทยาลัยครูทั้ง 9 แห่งปฏิบัติมากเป็นอันดับหนึ่งคือ การจัดนิทรรศการ รองลงมาคือ การจัดการแสดงและสาธิต และที่ปฏิบัติน้อยเป็นอันดับสุดท้าย คือ การจัดตั้งชมรมและกลุ่มผู้สนใจ วิธีการดำเนินงานที่ประสบผลสำเร็จ คือ การร่วมมือกับสถาบันเอกชน องค์กร และหน่วยงานอื่น ๆ ของรัฐ กิจกรรมด้านวัฒนธรรมที่วิทยาลัยทั้ง 9 แห่งจัดให้กับนักศึกษา เยาวชน และประชาชนเพื่อการส่งเสริม เผยแพร่ ฟื้นฟู ปลูกฝัง และจรรโลงวัฒนธรรมนั้นมุ่งเน้นในรูปแบบของวิธีการอื่น ๆ ค่อนข้างมาก และค่อนข้างมากรองลงมา คือ การจัดประกวดและแข่งขัน และการวิจัยศึกษา และรวบรวม กิจกรรมทางด้านวัฒนธรรมที่วิทยาลัยครูทั้ง 9 แห่ง จัดให้กับนักศึกษา เยาวชนและประชาชน แล้วได้รับผลสำเร็จมากที่สุด คือ กิจกรรมประเภทเผยแพร่ โดยการจัดนิทรรศการประกอบการแสดงและสาธิต 3.ปัญหาหรืออุปสรรคในการดำเนินงานทางด้านวัฒนธรรมในแต่ละด้านนั้น ทั้งหมดเป็นปัญหา อุปสรรคที่จัดอยู่ในระดับค่อนข้างน้อย แต่ที่เป็นปัญหาสำคัญ คือ ปัญหาด้านบุคลากร รองลงมาคือ ปัญหาด้านวิชาการและในด้านปัญหาทั่วไป 4.สำหรับแนวทางในการทำนุบำรุงวัฒนธรรมในเขตภาคใต้นั้น มีแนวทางดังนี้ ด้านการพัฒนาบุคลากร การจัดสัมมนาและการทัศนศึกษาดูงาน จะเป็นสิ่งที่ช่วยเพิ่มพูนความรู้ และประสบการณ์ให้กับบุคลากรเป็นอย่างดี ด้านการจัดกิจกรรม ควรจัดตั้งกลุ่มและชมรมผู้สนใจทางด้านวัฒนธรรมขึ้นตามงานอาชีพในชีวิตประจำวันของประชาชนในท้องถิ่นนั้น ๆ ด้านการประชาสัมพันธ์ เสียงตามสายและหนังสือพิมพ์ท้องถิ่น พร้อมทั้งวารสารของศูนย์วัฒนธรรมเป็นสื่อชนิดหนึ่งที่สามารถเผยแพร่ทางด้านวัฒนธรรมได้อย่างดีที่สุด ด้านการศึกษาและการปรับปรุงหลักสูตร ควรศึกษาค้นคว้าทางด้านวัฒนธรรมท้องถิ่น แล้วนำมาจัดทำเป็นตำราเรียนหรือหนังสืออ่านประกอบสำหรับการเรียนในชั้นต่าง ๆ เพื่อปลูกฝังค่านิยมในวัฒนธรรม ไทยให้แก่นักเรียน นักศึกษา และประชาชน ข้อเสนอแนะ การศึกษาวิจัยครั้งนี้มีข้อเสนอแนะ ดังนี้ 1. ในด้านการจัดกิจกรรมทางด้านวัฒนธรรมนั้น ควรจัดสัมมนาในเรื่องการดำเนินงานเกี่ยวกับ วัฒนธรรมในด้านต่าง ๆ เพื่อการส่งเสริม เผยแพร่ ฟื้นฟู ปลูกฝัง และจรรโลงวัฒนธรรม พร้อมทั้งสนับสนุน ให้มีการจัดตั้งกลุ่มผู้สนใจหรือชมรมทางวัฒนธรรมตามลักษณะงานอาชีพที่ได้ปฏิบัติอยู่ในชีวิตประจำวันให้มากขึ้น 2.ในด้านการดำเนินงาน สำนักงานคณะกรรมการวัฒนธรรมแห่งชาติ ควรลดขั้นตอนในการ ดำเนินงานเพื่อความคล่องตัวในการปฏิบัติงาน โดยการมอบอำนาจหรือการกระจายอำนาจ และตั้งเจ้าหน้าที่วัฒนธรรมประจำจังหวัดขึ้นเป็นตัวแทนในการประสานงานระหว่างท้องถิ่นและส่วนกลาง และเพื่อทางด้านติดตามงาทางด้านนวัฒนธรรมด้วย 3.ในด้านการประชาสัมพันธ์ ควรใหเสื่อมวลชนท้องถิ่นได้เข้ามามีส่วนร่วมในการดำเนิน บทบาท ทางด้านวัฒนธรรมด้วย 4.ในด้านบุคลากร ควรสรรหาผู้เชี่ยวชาญทางด้านวัฒนธรรมเข้ามาร่วมดำเนินงานให้มากขึ้น พร้อมทั้งยกย่องงานนั้นให้ปรกกฎเป็นที่ยอมรับในสังคม 5.ในด้านงบประมาณ รัฐควรสนับสนุนในด้านงบประมาณให้เพียงพอแก่การดำเนินงานตามโครง การในแต่ละปีงบประมาณ |
| Other Abstract: | Purpose of the Study The purpose of the study was as follow: 1. To study the role of teachers colleges in the Southern region on the national cultural preservation. 2.To study the procedures of regional cultural preservation in the areas for which the colleges are responsible. 3.To study the problems and obstacles encountered by the teachers colleges in the Southern region in regional cultural preservation. 4.To recommend ways to preserve the national culture in the Southern region. Procedures The population of this study consisted of the college administrators, teacher education and the college committee members of the cultural centres in 9 teachers collges in the Southern region, totaling 261 persons. Data were gathered through by making field trips and through questionnaires sent by mail; 205 questionnaires were returned, i.e. 78.54 percent. The instrument used in this study was a questionnaire and an interview schedule developed by the researcher. The questionnaire was in 4 sections: personal data on the respondant , opinions on the nature of the work and procedures used for preserving cultural activities, opinions on cultural performance and problems and obstacles in organizing cultural activities. The interview was divided into 3 sections: personal data on the interviewee, information on cultural activities organized by the college and problems and obstacles in organizing cultural activities. The data were analyzed by using percentages, arithmetic means and standard deviations. Findings The findings of this study can be summed up as follow: 1.The roles of teachers colleges in the Southern region for the national cultural preservation are given in order of less frequently performed. 2.The procedures used for preserving local culture in each district responsible by the colleges are: The works done by all 9 teachers colleges are, first, setting exhibitions, next come giving shows and demonstrations; and, lastly, the establishment of clubs and groups of concerned persons. The most successful practices used for preserving cultural activities were cooperating with private organizations and agencies and other government organizations. Cultural activities Set up by all 9 teachers colleges for students, youth and the general public to promote, diffuse, review, instill and foster culture included many other forms such as contests and competitions, studies and collections. The most successful cultural activities set up by the 9 teachers colleges for students, youth and the general public were diffusion activities such as exhibits along with demonstrations and performances. 3.Problems or obstacles in carrying out cultural work in various aspects are not serious; the major one is that of personnel; next cones technique and, lastly, general problems. 4.Ways to preserve culture in the Southern region are as follows: Administration: - the National Culture Commission should appoint municipal officials as representatives to co-ordinate and follow up results of cultural activities in particular. Personnel Development :- personnel development could be greatly increased in fostering knowledge and experience by setting up seminars and field trips. Activities : - activities should be in the form of clubs and groups of persons interested in culture according to daily occupations in the regions themselves. Public Relations :- local radios, newspapers and the cultural centre’s magazine are the best mass media to diffuse culture work. Education and curriculum improvement :- after having studied local cultures, textbooks or complementary reading books should be written for various levels in order to promote the basic values of the thai culture among pupils, students and the people in general. Recommendations Recommendations from this study are as follows : 1.Cultural activities:- there should be seminars on culture in various aspects in order to encourage and support inculcating and preserving culture. Besides, there should be cultural clubs according to daily occupations for those interested in culture. 2.Operation:- the National Culture Commission should leave out some steps in implementing cultural phases in order to be more effective by delegating authority or decentralizing it. It is important to appoint cultural officials in each province representatives. 3.Public Relations: local mass media should be involved in the field of culture. 4.Personnel:- experts in culture should be recruited and they should become more involved and be socially accepted. 5.Budget allocations: the state should provide adequate funds for the implementation of projects for each year. |
