dc.description.abstractกำหนดที่ตั้งศูนย์กลางและโครงข่ายเพื่อการส่งออกผลไม้ ในภาคตะวันออกจากพื้นที่ 55 อำเภอ 8 กิ่งอำเภอ ใน 8 จังหวัด ได้แก่ จังหวัดชลบุรี ฉะเชิงเทรา ระยอง นครนายก จันทบุรี ตราด ปราจีนบุรี และสระแก้ว โดยศึกษาแนวความคิดเกี่ยวกับการพัฒนาเศรษฐกิจ โดยการส่งออกสินค้าเกษตร ทฤษฎีฐานเศรษฐกิจ แนวคิดเกี่ยวกับจุดอ่อนของผลผลิตทางการเกษตร ทฤษฎีการเลือกที่ตั้งกิจกรรมทางการเกษตร การเลือกที่ตั้งเพื่อลดค่าขนส่ง การประหยัดจากการกระจุกตัว และงานวิจัยที่เกี่ยวข้องกับศูนย์กลางการส่งออกผลไม้ เพื่อกำหนดเป็นปัจจัยที่จะนำมาใช้ในการวิเคราะห์ ที่ตั้งศูนย์กลางและโครงข่ายที่เหมาะสม ทั้งหมด 9 ปัจจัย ได้แก่ ปัจจัยด้านแหล่งผลิตผลไม้หรือวัตถุดิบ ปัจจัยด้านการคมนาคม ปัจจัยด้านตลาดกลางซื้อขายผลไม้ ปัจจัยด้านการบริการสื่อสารโทรคมนาคม ปัจจัยด้านการบริการสาธารณูปโภค ปัจจัยด้านการรวมกลุ่มสถาบันเกษตรกรพ่อค้าหรือผู้ส่งออก ปัจจัยด้านการบริการห้องเย็น บริการบรรจุหีบห่อ และบริการขนส่ง ปัจจัยด้านการบริการของรัฐ และปัจจัยด้านสถาบันการเงินการธนาคาร การวิเคราะห์เพื่อกำหนดที่ตั้งศูนย์กลางและโครงข่ายเพื่อการส่งออกผลไม้ ได้ใช้วิธีการต่างๆ คือ 1) การจัดลำดับความสำคัญของปัจจัย ใช้วิธีการทางสถิติ Average Percentage Weighting 2) การคำนวณค่ามาตรฐาน (Standard Score) เพื่อปรับฐานข้อมูล และ 3) การกำหนดที่ตั้งศูนย์กลางและโครงข่าย จากค่ามาตรฐานที่คำนวณได้ นำมาจำแนกอำเภอต่างๆ ออกเป็นกลุ่ม ประกอบกับการใช้มาตรฐาน และหลักเกณฑ์สำหรับศูนย์กลางและโครงข่ายแต่ละประเภท มาพิจารณาร่วมด้วย ผลการวิจัยชี้ให้เห็นว่า ที่ตั้งศูนย์กลางและโครงข่ายเพื่อการส่งออกผลไม้ ในภาคตะวันออกที่เหมาะสม มีดังนี้ "ศูนย์กลางการส่งออกผลไม้" ที่ให้บริการในลักษณะครบวงจร ควรจัดตั้ง 2 ศูนย์ คือ อำเภอท่าใหม่ กำหนดให้เป็นศูนย์กลางการส่งออกผลไม้ประเภททุเรียน มังคุด และเงาะ อำเภอบางคล้า กำหนดให้เป็นศูนย์กลางการส่งออกผลไม้ประเภท มะม่วง และส้มโอ "จุดส่งออก" ที่ให้บริการในลักษณะจุดบริการเคลื่อนที่ ควรจัดตั้งทั้งหมด 6 จุด คือ อำเภอเมืองระยอง อำเภอแกลง อำเภอขลุง อำเภอเมืองตราด อำเภอเมืองปราจีนบุรี และอำเภอศรีราชา "ท่าส่งออก" ทางอากาศควรส่งออกที่สนามบินอู่ตะเภา ทางน้ำควรส่งออกที่ท่าเรือน้ำลึกแหลมฉบัง และท่าเรือน้ำลึกสัตหีบ ทางบกให้มีการบริการโดยภาคเอกชน ภายในศูนย์กลางการส่งออกผลไม้ และ "ศูนย์ประสานงานการส่งออก" ควรใช้หน่วยงานของรัฐ 4 แห่ง ได้แก่ ศูนย์พัฒนาการผลิตและควบคุมศัตรูผักและผลไม้เพื่อการส่งออก อำเภอเมืองจันทบุรี และสำนักงานการค้าต่างประเทศ ณ ท่าเรือพาณิชย์สัตหีบ อำเภอศรีราชา ทำหน้าที่เป็นศูนย์ประสานงานการส่งออกen
dc.description.abstractalternativeTo locate fruit export center and is network in the Eastern Region composing of 55 districts and 8 sub-districts in Chonburi, Chachoengsao, Rayong, Nakhon Nayok, Chanthaburi, Trat, Prachin Buri, and Sa Kaeo. In the research, following concepts are studied in order to define 9 factors for analyzing the proper locations of fruit export center and its network : economic development by agricultural goods export, economic base theory, weaknees of agicultural product, location of agricultural activities theory, orientation and agglomeration economies, and a research concerning the fruit export center. The defind factors are location, transportation, fruit market center, communication, facilities, people federation of agriculturalists, wholesalers and exporters, cold storage service, packaging and transport service, and official service and finance. The methods for analyzing the locations of fruit export center and its network are 1)prioritizing the factors by the statistic method of Average Percentage Weighting 2) calculating standard score for data base adjustment and 3) locating the center and its network by grouping the districts according to the standard score while the standard and criteria of the center and network are also taken into consideration. The results of the research show that two fruit export centers which provide one stop service should be established in the Eastern Region. The fruit export center for durians, mangosteens and rambutans should be established in Tha Mai District while the export center for mangoes and pomeloes should be established in Bang Khla District. Six export points should be located in Muang Rayong, Klaeng, Khlung, Muang Trat, Muang Prachin Buri, and Sri Racha. The export port by airfreight should be located at U-Taphao Airport while the sea ports should be located at Laem Chabang and Sattahib. The land transport service should be provided by the private sector at the fruit export center. four government authorities that should play the role of Fruit Export Coordinating Center are the Production Development for Fruits and Vegetable and Postharvest Control for Export Center in Muang Chanthaburi and in Plaengyao, the Eastern Export Promotion Center in Muang Chanthaburi, and the Foreign Trade Office at Sattahib Port in Sri Racha.en
