| Abstract: | การศึกษาและประเมินผลรัฐบาลนายธานินทร์ กรัยวิเชียร ซึ่งเป็นรัฐบาลที่มาจากการสนับสนุนของคณะทหารที่ทำรัฐประหารยึดอำนาจจากรัฐบาลพลเรือนชุด ม.ร.ว. เสนีย์ ปราโมช เมื่อวันที่ 6 ตุลาคม 2519 โดยอาศัยสถานการณ์จลาจลนองเลือดที่มหาวิทยาลัยธรรมศาสตร์นั้น ผู้วิจัยตั้งจุดประสงค์ไว้ 2 ประการ คือ ศึกษาว่าการปกครองของรัฐบาลนายธานิทร์ กรัยวิเชียร เป็นการปกครองแบบเผด็จการอำนาจนิยมในลักษณะอย่างไรบ้าง และอะไรคือสาเหตุที่ทำให้ทหารยอมให้นายธานินทร์ กรัยวิเชียร ผู้เป็นพลเรือนได้รับอำนาจทางการเมืองแล้วทหารทำรัฐประหารล้มรัฐบาลนายธานินทร์ กรัยวิเชียร เพียงชั่วระยะเวลาการปกครองเพียง 1 ปี เท่านั้น ทั้งๆ ที่ทหารเป็นผู้สนับสนุนและควบคุมการทำงานของรัฐบาลชุดนี้ นอกจากการศึกษาจะพบว่ารัฐบาลนายธานินทร์ กรัยวิเชียรเป็นรัฐบาลที่ปกครองประเทศแบบเผด็จการอำนาจนิยมในลักษณะต่างๆ แล้ว ยังพบว่าสาเหตุที่สำคัญที่ทหารเข้าทำรัฐประหารล้มรัฐบาลชุดนี้ ภายในระยะเวลาเพียง 1 ปี เนื่องจากการปกครองของรัฐบาลชุดนี้ก่อให้เกิดความไม่พอใจแก่กลุ่มที่สำคัญ 5 กลุ่ม คือ กลุ่มทหาร กลุ่มนักธุรกิจ กลุ่มสื่อมวลชน กลุ่มปัญญาชน และกลุ่มกรรกรผู้ใช้แรงงาน อนึ่งฝ่ายทหารยังต้องการให้รัฐบาลชุดนี้เป็นรัฐบาลชั่วคราว เพื่อรอโอกาสให้ทหารมีความมั่นใจในการยอมรับของประชาชน นอกจากนี้ปัจจัยอื่นๆ ได้แก่ความใจแคบอันเป็นลักษณะส่วนตัวของนายธานินทร์ กรัยวิเชียร ตลอดจนความก้าวร้าวอวดดีและการขาดความรับผิดชอบของรัฐมนตรีร่วมคณะบางราย |
| Other Abstract: | This is a study of the Thanin Graivichien Government which came into power by military support after the military took over power over the Seni Pramoj's Government on the sixth of October 1976 after a bloody incident at Thamasat University. This study aims at finding out (1) the characteristics of authoritarianism of the Thanin's Government, and (2) what are the reasons behind which Thanin was given political power and was sacked after a year in office by the military. Beside describing authoritarian aspects of the Thanin's Government, the study points out that the military has to topple the government due to strong discontent against Thanin's Government exprened among the military themselves, the businessmen, the massmedia, the intellectuals, and the labour. Besides, it is the military tention to make Thanin's Government a provisional one, awaiting the opportunity for the military to gain enough support by the public. Other factors contributing to the downfall of Thanin's Government are the narow mindedness of Mr. Thanin himself and arrogant attitude and irresponsibility of some of his cabinet members. |
