| Abstract: | วัตถุประสงค์ของการวิจัย 1. เพื่อศึกษาความคิดเห็นของผู้บริหารและครูเกี่ยวกับการบริหารงานโรงเรียนประถมศึกษาขนาดเล็กที่มีครูไม่ครบชั้น สังกัดสำนักงานการประถมศึกษาจังหวัด เขตการศึกษา 6 2. เพื่อศึกษาความคิดเห็นของผู้บริหารและครูเกี่ยวกับปัญหาในการบริหารงานโรงเรียนประถมศึกษาขนาดเล็กที่มีครูไม่ครบชั้น สังกัดสำนักงานการประถมศึกษาจังหวัดเขตการศึกษา 6 3. เพื่อเปรียบเทียบความคิดเห็นของผู้บริหารและครูเกี่ยวกับการบริหารงานและปัญหาในการบริหารงานโรงเรียนประถมศึกษาขนาดเล็กที่มีครูไม่ครบชั้นสังกัดสำนักงานการประถมศึกษาจังหวัดลพบุรี เขตการศึกษา 6 วิธีดำเนินการวิจัย กลุ่มตัวอย่างประชากรประกอบด้วยผู้บริหารและครู จากโรงเรียนประถมศึกษาขนาดเล็กที่มีครูไม่ครบชั้น เขตการศึกษา 6 จำนวน 73 โรง เป็นผู้บริหาร 73 คน ครู 186 คน 2. เครื่องมือที่ใช้ในการวิจัย เป็นแบบสอบถาม 1 ชุด แบ่งออกเป็น 3 ตอน คือ สถานภาพของผู้ตอบแบบสอบถามความคิดเห็นเกี่ยวกับการบริหารงานโรงเรียนประถมศึกษาขนาดเล็กที่มีครูไม่ครบชั้น และความคิดเห็นเหี่ยวกับปัญหาการบริหารงานโรงเรียนประถมศึกษาขนาดเล็กที่มีครูไม่ครบชั้น แบบสอบถามเป็นแบบเลือกตอบ มาตราส่วนประเมินค่า และคำถามปลายเปิด 3. การเก็บรวบรวมข้อมูล ผู้วิจัยนำแบบสอบถามไปส่งที่สำนักงานการประถมศึกษาจังหวัดในเขตการศึกษา 6 และรับแบบสอบถามคือทางไปรษณีย์ แบบสอบถามส่งไปให้ตัวอย่างประชากรตอบจำนวน 259 ฉบับ ได้รับคืน 240 ฉบับ คิดเป็นร้อยละ 92.66 แล้วนำมาวิเคราะห์ข้อมูลโดยการหาค่าร้อยละ ค่าเฉลี่ย ค่าความเบี่ยงเบนมาตรฐาน ค่าอัตราส่วนวิกฤตและการวิเคราะห์เนื้อหา ผลการวิจัย 1. ความคิดเห็นของผู้บริหารและครูเกี่ยวกับการบริหารงานในโรงเรียนประถมศึกษาขนาดเล็กที่มีครูไม่ครบชั้น ส่วนที่ 1 การบริหารงานโรงเรียนประถมศึกษาขนาดเล็กที่มีครูไม่ครบชั้น ที่มีความสำคัญลำดับสูงสุดตามความคิดเห็นของผู้บริหารและครูประกอบด้วยการวางโครงการการบริหารงานวิชาการไว้อย่างชัดเจน การประชุมครูเพื่อแสดงความคิดเห็นเกี่ยวกับการบริหารงานโรงเรียน การวางแผนรับนักเรียนประจำปี การวางแผนผังเกี่ยวกับอารสถานที่ การจัดทำงบประมาณประจำปี การแต่งตั้งคณะกรรมการศึกษาโรงเรียน ส่วนที่ 2 งานบริหารโรงเรียนประถมศึกษาขนาดเล็กที่มีครูไม่ครบชั้นตามความคิดเห็นของผู้บริหารและครูที่จำเป็นมาก ประกอบด้วย การทำความเข้าเรื่องหลักสูตร การประชุมเพื่อแสดงความคิดเห็นเกี่ยวกับการบริหารงานของโรงเรียน การแก้ปัญหานักเรียนขาดเรียน การจัดทำงบประมาณประจำปีของโรงเรียน การแต่งตั้งคณะกรรมการศึกษาของโรงเรียน 2. ปัญหาการบริหารงานโรงเรียนประถมศึกษาขนาดเล็กที่มีครูไม่ครบชั้นที่มีปัญหามากตามความคิดเห็นของผู้บิหารและครู ประกอบด้วย การสอนเนื้อหาให้ครบตามหลักสูตร การจัดหาวารสาร เอกสาร ตำราทางวิชาการไว้ให้ครูได้มีโอกาสค้นคว้าเพิ่มเติม การจัดสรรอัตราครูให้แก่โรงเรียนไม่เพียงพอกับความต้องการของโรงเรียน ครูสอนไม่ครบชั้นทำให้ได้ผลไม่เต็มที่ การกำหนดอัตราชั่วโมงสอนให้กับครูมากเกินไป ครูไม่ได้รับการอบรมวิธีสอนในโรงเรียนทีมีครูไม่ครบชั้น การแก้ปัญหานักเรียนขาดเรียน การขาดแคลนบุคลากรที่เหมาะสมกับการบริหารงานกิจการนักเรียน การให้ความช่วยเหลือแก่นักเรียนขาดแคลน งบประมาณค่าวัสดุไม่เพียงพอที่จะจัดซื้อวัสดุอุปกรณ์และสื่อการเรียนการสอน นอกจากนั้นการบริหารงานโรงเรียนในด้านอื่น ๆ มีปัญหาน้อย 3. เมื่อเปรียบเทียบความคิดเห็นระหว่างกลุ่มผู้บริหารและกลุ่มครูเกี่ยวกับการบริหารงานโรงเรียนประถมศึกษาขนาดเล็กที่มีครูไม่ครบชั้นในงานทั้ง 6 ด้าน ปรากฏว่ากลุ่มผู้บริหารและกลุ่มครู มีความคิดเห็นไม่แตกต่างกันอย่างมีนัยสำคัญที่ระดับความเชื่อมั่น .01 เมื่อเปรียบเทียบความเห็นระหว่างกลุ่มผู้บริหารและกลุ่มครูเกี่ยวกับปัญหาการบริหารงานโรงเรียนทั้ง 6 ด้าน ปรากฏว่า การบริหารงานวิชาการ การบริหารงานกิจการนักเรียน การบริหารงานอาคารสถานที่ และการบริหารงานธุรการและการเงิน ทั้งสองกลุ่มมีความคิดเห็นไม่แตกต่างกันอย่างมีนัยสำคัญที่ระดับความเชื่อมั่น .01 ส่วนการบริหารงานบุคลากรและการบริหารงานความสัมพันธ์ระหว่างโรงเรียนและชุมชน กลุ่มผู้บริหารและกลุ่มครูมีความคิดเห็นแตกต่างกันอย่างมีนัยสำคัญที่ระดับความเชื่อมั่น .01 |
| Other Abstract: | Purposes of the study 1. To study the opinions the opinions of administrators and teacher concerning administrative tasks in the small elementary schools which face problems of insufficient number of teacher under the jurisdiction of the Provincial Primary Education Office in Educational Region Six.2. To study the opinions of administrators and teachers concerning the problems of administrative tasks in the small elementary schools which face problems of insufficient number of teacher under the Jurisdiction of the Provincial Primary Education Office in Educational Region Six. 3. To compare the opinions of administrators and teachers concerning administrative tasks and problems of administrative tasks in the small elementary school which face problem of insufficient number of teacher under the jurisdiction of the Provincial Primary Office in Educational Region Six. Research Procedures 1. The total population in this study was 259 which included 73 administrators and 186 teachers from 73 small elementary schools which face problems of insufficient number of teacher under the jurisdiction of the Provincial Primary Education Office in Educational Region Six. 2. The instrument used in this study was a questionnaire consisting of three parts: status of the respondents, opinions of administrators and teachers concerning administrative tasks in the area of academic, personnel student affairs, school plant planning, business, and public relations administration. The questionnaire was used to study the problems of six administrative tasks mentioned above. The items in the questionnaire were constructed in the form of checklist, rating-scale and open-ended questions. 3. A total of 259 questionnaire were sent out and returned to the researcher by mail. Of these, 240 copies or 92.66 percent were completed and returned. The data were then analysed with the use of percentage, arithmetic means, standard deviation, t-test and content analysis. Finding 1. Opinions of administrators and teachers concerning administrative tasks in the small elementary school which face problems of in sufficient number of teacher were as follows: Section 1 Administrators and teachers rated the following items as the most important administrative tasks in the small elementary schools which face problems of insufficient number of teacher namely clear project planning academic administration, school assembly soliciting teachers’ opinions about school administration, planning for annual school budget and electing the school educational committee. Section 2 Administrators and teachers rated the following items as the most necessary administrative tasks in the small elementary schools which face problems of insufficient number of teacher namely helping teacher understanding the curriculum, school assembly soliciting teachers’ opinions concerning the school administrative tasks, soliving problems concerning school truents, planning for school building and ground, planning for annual school budget electing school educational committee. 2. Problems concerning the six school administrative tasks rated by administrators and teachers were as follows: fulfillment of teaching all curriculum content in times, acquisition of educational test and journals for teachers, recruiting teachers for schools’ need which face problems of insufficient number of teachers which caused insufficient learning on the part of learners, heavy teaching load, traning for effective instructional methods appropriate for this type of school, lack of capable teachers responsible for student activities, assistance for needy students, insufficiency of budget for purchasing needed instructional materials. Other administrative tasks were rated as problems with low level of significance. 3. The comparison of opinions between administrators and teachers concerning six areas of school administrative tasks showed no significant difference at .01 level. The comparison of opinions between administrator and teachers about the problems concerning certain school administrative tasks showed no significant difference at .01 level. Such administrative tasks were academic affairs, student affairs, school plant planning, and business administration. But there was a significant difference at .01 level. When comparing the opinions between administrators and teachers about the problems concerning the administration of personnel and public relations. |
