| Abstract: | วัตถุประสงค์ของการวิจัย 1. เพื่อศึกษาสภาพปัจจุบันเกี่ยวกับการจัดระบบสารสนเทศในโรงเรียนมัธยมศึกษาขนาดใหญ่ สังกัดกรมสามัญศึกษา จังหวัดเชียงราย 2. เพื่อศึกษาปัญหาในการจัดระบบสารสนเทศในโรงเรียนมัธยมศึกษาขนาดใหญ่ สังกัดกรมสามัญศึกษา จังหวัดเชียงราย 3. เพื่อเสนอแนวทางการจัดระบบสารสนเทศในโรงเรียนมัธยมศึกษาขนาดใหญ่ สังกัดกรมสามัญศึกษา จังหวัดเชียงราย วิธีดำเนินการวิจัย เครื่องมือที่ใช้ในการวิจัยเป็นแบบสอบถาม แบบสำรวจและแบบสัมภาษณ์ ซึ่งครอบคลุมสภาพการจัดระบบสารสนเทศของโรงเรียนในปัจจุบัน ปัญหาในการจัดระบบสารสนเทศของโรงเรียน และความคิดเห็นเกี่ยวกับการจัดระบบสารสนเทศของโรงเรียน ใช้กับประชากร 2 กลุ่ม คือ กลุ่มผู้ใช้สารสนเทศได้แก่ ผู้บริหารโรงเรียนจำนวน 25 คน และกลุ่มผู้จัดระบบสารสนเทศในโรงเรียน จำนวน 30 คน การรวบรวมข้อมูลผู้วิจัยส่งและเก็บรวบรวมแบบสอบถามและแบบสัมภาษณ์ด้วยตนเองการสำรวจกระทำการด้วยตนเองและมีบางกรณีผู้จัดระบบสารสนเทศช่วยดำเนินการให้ แบบสอบถามส่งไป 25 ฉบับ ได้รับคืน 25 ฉบับ คิดเป็นร้อยละ 100 ผู้บริหารโรงเรียนได้รับการสัมภาษณ์ 24 คน จากจำนวน 25 คน คิดเป็นร้อยละ 96 ผู้จัดระบบสารสนเทศได้รับการสัมภาษณ์ 27 คน จากจำนวน 30 คน คิดเป็นร้อยละ 90 ข้อมูลจากการสำรวจจำนวนโรงเรียน 5 โรงเรียน ได้ทำการสำรวจครบ 5 โรงเรียนคิดเป็นร้อยละ 100 การวิเคราะห์ข้อมูลใช้วิธีหาค่าความถี่ ค่าร้อยละ ค่าเฉลี่ย ความเบี่ยงเบนมาตรฐาน สรุปผลการวิจัย 1. วัตถุประสงค์ของระบบสารสนเทศส่วนใหญ่จัดเพื่อให้บริหารโรงเรียน รองลงมาใช้ประชาสัมพันธ์ รายงานการจัดการศึกษาต่อกรมสามัญศึกษา ผู้กำหนดข้อมูลสารสนเทศจำนวนเกินครึ่งได้แก่ ผู้บริหารโรงเรียน ส่วนใหญ่ข้อมูลและสารสนเทศได้มาจากหน่วยงานย่อยภายในโรงเรียน แบบเก็บรวบรวมข้อมูลโรงเรียนใช้หลายแบบประกอบกันส่วนใหญ่ใช้แบบที่โรงเรียนสร้างขึ้นเอง การรวบรวมข้อมูลรวบรวมตลอดปีการศึกษา ขึ้นอยู่กับลักษณะของข้อมูล ผู้ใช้และผู้จัดระบบสารสนเทศจำนวนครึ่งหนึ่งรายงานว่าไม่เคยประเมินความสมบูรณ์ของข้อมูลและสารสนเทศ การวิเคราะห์ข้อมูลใช้สถิติพื้นฐานในการวิเคราะห์ โดยทั่วไปใช้สถิติหลายค่าประกอบกัน ที่ใช้มากคือ ค่าความถี่ รองลงมาเป็นค่าร้อยละ การเปรียบเทียบอัตราส่วน และค่าเฉลี่ย การเก็บรักษาข้อมูลและสารสนเทศ ส่วนใหญ่เก็บในแฟ้มข้อมูลและสารสนเทศโดยแยกเป็นหมวดหมู่ วิธีการจัดเก็บส่วนใหญ่ใช้วิธีลงรหัสตัวเลข นอกจากนั้นใช้วิธีเรียงตามลำดับตัวอักษร การเผยแพร่ข้อมูลและสารสนเทศส่วนใหญ่เผยแพร่ให้แก่ครูอาจารย์ภายในโรงเรียน การใช้ประโยชน์ของข้อมูลและสารสนเทศของผู้บริหารโรงเรียน ส่วนมากใช้ในการจัดสรรงบประมาณในโรงเรียน การพิจารณาความดีความชอบ การจัดตารางสอน ตารางการใช้ห้อง การควบคุมแก้ไขความประพฤตินักเรียน รองลงมาได้แก่ การจัดทำแผนปฏิบัติการจัดทำแผนบริการ การวางตัวบุคคลเข้าทำงานและการกำหนดอัตรากำลังครู การควบคุมการปฏิบัติการสอนของครู เป็นต้น 2. ปัญหาในการจัดระบบสารสนเทศในโรงเรียนพบว่าปัญหาเกี่ยวกับข้อมูลและสารสนเทศ ได้แก่ ข้อมูลและสารสนเทศที่ต้องการใช้ไม่เพียงพอกับความต้องการสถิติข้อมูลเดิมไม่ได้รวบรวมไว้ ข้อมูลและสารสนเทศไม่ถูกต้องและขาดความเชื่อถือและข้อมูลสารสนเทศบางรายการล้าสมัย ปัญหาจากการรวบรวมข้อมูลที่เป็นปัญหามาก คือ ผู้ให้ข้อมูลไม่ให้ความร่วมมือ ผู้รวบรวมไม่มีเวลาเพียงพอ ขาดหน่วยงานประสานงานในการรวบรวมข้อมูลมีความล่าช้าในการรวบรวมข้อมูล เป็นต้น ปัญหาเกี่ยวกับการวิเคราะห์ข้อมูล พบว่า จำนวนบุคลากรไม่พอเพียงสำหรับการดำเนินงาน ขาดเครื่องมือประมวลผล มีความล่าช้าในการประมวลผลและขาดงบประมาณสนับสนุนในการประมวลผล ปัญหาเกี่ยวกับการเผยแพร่ข้อมูล พบว่ามีปัญหาในเรื่องขาดงบประมาณในการนำเสนอหรือเผยแพร่ 3. แนวทางการจัดระบบสารสนเทศ ผู้วิจัยได้เสนอการจัดองค์การปฏิบัติการเกี่ยวกับระบบสารสนเทศ ในโรงเรียนมัธยมศึกษาขนาดใหญ่ เสนอรายการข้อมูลและสารสนเทศที่จำเป็นต่อการบริหารโรงเรียน จำนวน 174 รายการ โดยแบ่งออกเป็น 6 หมวด เสนอภาพรวมแนวทางการปฏิบัติเกี่ยวกับระบบสารสนเทศ ทั้งนี้โดยสอดคล้องกับสภาพปัจจุบันและปัญหาเกี่ยวกับการจัดระบบสานสนเทศที่ได้จากการศึกษาวิจัย |
| Other Abstract: | Purposes of the study : 1. To study the present situations concerning the management of information system in the large secondary schools under the auspices of the Department of General Education in Chiang Rai Province. 2. To study the problems of the management of information system in the large secondary schools under the auspices of the Department of General Education in Chiang Rai Province. 3. To present guidelines for the management of information system in large secondary schools under the auspices of the Department of General Education in Chiang Rai Province. Research Methodology : The instruments used in the research were a rating scale questionnaire, a survey form and structured interview which covered the present situations, the problems and the opinions concerning the management of the school information system. Two groups of population used in the research were 25 administrators and 30 persons responsible for management information system in the large secondary schools in Chiang Rai Province. Twenty-five copies of questionnaire were delivered to administrators by hand and 25 copies or 100 percent were returned. Twenty-four out of 25 or 96 percent of the administrators were interviewed. As for the officials responsible for school management information system, 27 out of 30 or 90 percent were interviewed. The survey forms for the 5 schools under study were filled by the researcher and the officials concerned. Data were analyzed by using frequency, percentage, mean and standard deviation. Research Findings : 1. The main objective of the management information system reported in the study was for school administration while the succeeding purposes were for public relations and for reporting to the Department of General Education. More than half of the officials who designated data and information list were school administrators. Most of the data and information were from various subunits within the school system. Various data collection forms were used, most of them were constructed by each school. The data were collected throughout the year, depending upon types of information to be collected. Half of the users and producers of information reported that they had never evaluated the adequacy of the data and the information. Data analysis was carried out using various statistical computations including frequency counts, percentage, proportion, and mean. Data and information were mostly kept in files under different topics, using numerical or letter codings. They were disseminated to school teachers. The information was used mostly for the purpose of budget allocation, merits promotion, making timetable and classroom usage schedule and disciplinary actions. Other advantages of these information were for making implementation and service plans, personnel placement, planning of teaching positions and the inspection of teacher instruction. 2. As for the problems associated with the management of information system, it was found that needed informations were inadequate, unavailable, incorrect, unreliable or obsolete. Some of the important problems concerning data collection were lack of cooperation from informants, lack of time and a coordination unit, and red-tape. The problems associated with data analysis were inadequate personnel, lack of computers, red-tape in data processing, and lack of supporting fund. The problem associated with the dissemination of information was mainly the shortage of budget needed for publishing and disseminating information. 3. The researcher presented a suggested organization for the management of large school information system and a set if 174 needed information items under 6 filed heading which the school will need. The researcher also presented a guideline for future practice which took into consideration the present situations and problems concerning the management of information system gained from the research. |
