Abstract:	การวิจัยครั้งนี้มีวัตถุประสงค์เพื่อศึกษาสภาพและปัญหาในการดำเนินงานโครงการปรับปรุงคุณภาพการศึกษาในใรงเรียนประถมศึกษาขนาดเล็ก สังกัดสำนักงานคณะกรรมการการประถมศึกษาแห่งชาติ ทั้งในระดับการกำหนดนโยบายและในระดับการปฏิบัติการในใรงเรียน ผลการวิจัยพบว่า ระดับการกำหนดนโยบายผู้รับผิดชอบโครงการในระดับกรมและศึกษานิเทศก์จังหวัดประชุมร่วมกันทุกปีเพื่อกำหนดรูปแบบ ใหม่ ๆ ที่เอื้อต่อการวางแผนการดำเนินงานโครงการ แนวคิดในการพัฒนาโครงการ คือ การปฏิรูปการศึกษา ปัญหาที่พบในระดับนี้คือ บุคลากรมีจำนวนน้อยและไม่ตรงกับสายงาน ระบบราชการไม่เอื้อต่อการคิดสร้างสรรค์งานใหม่ ๆ ผู้บริหารงานทุกระดับไม่เห็นความสำคัญของโครงการ งบประมาณไม่เพียงพอ ระดับการปฏิบัติการในใรงเรียน 1. สภาพทั่วไป ครูส่วนใหญ่ใช้แบบเรียนสำเร็จรูปควบไปกับแบบเรียนปกติเห็นบางครั้ง ผลสัมฤทธิ์ทางการเรียนรวมของนักเรียนสูงกว่าเป้าหมาย สาเหตุที่ยกเลิกการจัดตามโครงการส่วนใหญ่คือมีครูครบชั้น 2. การเตรียมการสอน ครูส่วนใหญ่มีการวางแผนและจัดทำปฏิทินการศึกษา จัดทำบันทึกการสอนอย่างย่อ ศึกษาแบบเรียนสำเร็จรูปล่วงหน้าแล้วเตรียมสื่อ ปรับเนี้อหาให้สอดคล้องกับสภาพท้องถิ่น 3. การจัดกิจกรรมการเรียนการสอน ครูส่วนใหญ่ใช้กระบวนการกลุ่มในการจัดกิจกรรม ฝึกให้นักเรียนรู้จักทำงานตามลำดับเวลา รับผิดชอบ มีระเบียบวินัย จัดชั้นเรียนให้เอื้อต่อการจัดการเรียนการสอน 4. การวัดและประเมินผล ครูส่วนใหญ่มีการวัดและประเมินผลการเรียนการสอนแล้วนำผลมาปรับปรุงการเรียนการสอน 5. กระบวนการจัดการ ครูส่วนใหญ่จัดเก็บแบบเรียนสำเร็จรูปให้สะดวกและอยู่ในสภาพที่ใช้การได้อยู่เสมอ ส่วนผู้บริหารมีการสำรวจจำนวนนักเรียน สื่อแบบเรียนสำเร็จรูปที่เหลืออยู่และใช้การได้เพื่อรายงานสำนักงานการประถมศึกษาอำเภอ ประชุมครูเพื่อวางแผนร่วมกันอย่างน้อยภาคเรียนละ 1 ครั้ง แนะนำให้ครูทราบแนวทางของโครงการ จัดหางบประมาณในการประชาสัมพันธ์และประสานกับกลุ่มโรงเรียนและหน่วยงานที่เกี่ยวข้อง จัดครูเข้ารับการอบรม ปัญหาที่พบคือ นักเรียนอ่านหนังสือไม่ออก นักเรียนลอกเฉลย แบบเรียนสำเร็จรูปยังไม่ได้ปรับปรุงตามหลักสูตรใหม่ ได้รับแบบเรียนสำเร็จรูปล่าช้า ขาดการนิเทศติดตามผล ครูและผู้บริหารไม่มีความรู้เกี่ยวกับโครงการเพราะไม่ได้รับการอบรม
Other Abstract:	The purpose is to study the state and problems concerning the operation of the project for improving educational quality in small-sized elementary schools under the jurisdiction of the Office of the National Primary Education Commission. The findings were as follows: Policy level The authorities and provincial supervisors who were responsible to the project at the department level, met every year to set up new form to support the operational planning project. The idea to improve the project were academic reform. The problems were inadequate profession persons and the persons were not in needed field. The governmental system did not support the new idea. The administrators in every level did not appreciate the importance of the project and also lack of the budget. Performance in school level 1. In general : Most teachers sometimes used self-instruction textbooks along with normal textbooks, the achievement of all students in learning were higher than specified goals. Most of the project was cancelled because of having enough teachers for classes. 2. Instructional preparation : Most teachers were planned and arranged the academic calender, did the lesson plans, studied self-instructional textbooks in advance, prepared media for teaching and adjusted the textbook content to serve the local needs. 3. Instructional activities management : Most teachers used group process in classroom activities, training students to manage their work time, to be responsible, to behave properly and arranging the class for instructional convenience. 4. Measurement and Evaluation : Most teachers were measured and evaluated the instruction, then use the results to improve their instruction 5. Management process : Most teachers kept the self-instructional textbooks to comfort their uses all times. The administrators serveyed the numbers of students, media and textbooks which were stored can be used. The administrators have met with teachers to set up the implementation once per semester, advised teachers about the project, searched for fund in public relation and co-ordinate with other connected offices, sent their teachers for the training courses. The problems were ะ students were illiterate and copied answers; the self instructional textbooks were not improved to serve new curriculum; the delay of media sending; limitation for supervision; teachers and administrators unknown about the project because the training were not provided.
