dc.description.abstractงานชิ้นนี้มีวัตถุประสงค์ในการวิจัย 3 ประการคือ 1. เพื่อศึกษาวาทกรรมของกลุ่มต่างๆ ในช่วงที่มีความขัดแย้งกรณีโครงการท่อส่งก๊าซธรรมชาติจากแหล่งยาดานา 2. เพื่อศึกษาวิธีการการใช้สื่อของเจ้าของโครงการคือ การปิโตรเลียมแห่งประเทศไทย (ปตท.) กลุ่มผู้สนับสนุน และกลุ่มผู้คัดค้านในสถานการณ์ความขัดแย้ง 3. เพื่อศึกษาถึงบทบาทของสื่อมวลชนในสถานการณ์ความขัดแย้ง โดยใช้วิธีการวิจัยแบบการวิเคราะห์เนื้อหา (Content analysis) การวิเคราะห์วาทกรรม (Discourse analysis) ผลการวิจัยพบว่าในสถานการณ์ความขัดแย้งกรณีการก่อสร้างโครงการท่อส่งก๊าซธรรมชาติจากแหล่งยาดานา การปิโตรเลียมแห่งประเทศไทยและกลุ่มผู้คัดค้านได้สร้างวาทกรรมขึ้นมาโดยเรียงลำดับความสำคัญดังนี้ 1. วาทกรรมว่าด้วยการพัฒนา 2. วาทกรรมว่าด้วยสิ่งแวดล้อม 3. วาทกรรมว่าด้วยสิทธิมนุษยชน 4. วาทกรรมว่าด้วยเทคโนโลยี 5. วาทกรรมว่าด้วยสิทธิชุมชน 6. วาทกรรมว่าด้วยความรู้ ผลการวิจัยพบว่า การใช้สื่อของการปิโตรเลียมแห่งประเทศไทย กลุ่มผู้สนับสนุน และกลุ่มผู้คัดค้านได้ใช้สื่อมวลชนใน 2 ระดับคือ สื่อมวลชนระดับชาติและสื่อมวลชนระดับท้องถิ่น ในสื่อมวลชนระดับชาติการปิโตรเลียมแห่งประเทศไทยได้เข้าไปใช้สถานีโทรทัศน์ไอทีวี เพื่อตอบโต้ประเด็นที่กลุ่มผู้คัดค้านสร้างขึ้นชี้แจงข้อดีของโครงการท่อสงก๊าซธรรมชาติ ทั้งนี้เพราะสถานีโทรทัศน์ไอทีวีได้รับความน่าเชื่อถือในด้านข้อมูลข่าวสารสามารถถึงดูดความสนใจจากนักการเมืองและประชาชนทั่วประเทศ ส่วนในสื่อมวลชนระดับชาติอื่นๆ ที่นำมาศึกษาการปิโตรเลียมแห่งประเทศไทยปิดกั้นไม่ให้กลุ่มผู้คัดค้านเข้าไปใช้ด้วยการให้การสนับสนุนหรือจัดกิจกรรมร่วมกับสื่อมวลชน ส่วนกลุ่มผู้สนับสนุนไม่ค่อยมีบทบาทในการใช้สื่อระดับชาติ ขณะที่กลุ่มผู้คัดค้านใช้เวทีของหนังสือพิมพ์ข่าวสดซึ่งเป็นหนังสือพิมพ์ประชานิยม ทำให้วาทกรรมของกลุ่มผู้คัดค้านถูกนำเสนอเป็นวาระแห่งชาติ ในสื่อมวลชนท้องถิ่นจังหวัดกาญจนบุรีคือ วิทยุและหนังสือพิมพ์ที่นำมาศึกษาครั้งนี้การปิโตรเลียมแห่งประเทศไทยและกลุ่มผู้สนับสนุนยึดพื้นที่ด้วยการซื้อพื้นที่และสานความสัมพันธ์ส่วนตัว โดยใช้เวทีเหล่านี้เพื่อการตอบโต้และชี้แจง รวมทั้งปิดกั้นการเข้าไปใช้สื่อมวลชนท้องถิ่นของกลุ่มคัดค้านด้วย ผลการวิจัยยังพบว่า ในสถานการณ์ความขัดแย้งครั้งนี้สื่อมวลชนที่นำมาศึกษาส่วนใหญ่ไม่มีความอิสระในการนำเสนอข้อมูล ไม่เปิดโอกาสให้เป็นช่องทางการสื่อสารสำหรับประชาชนen
dc.description.abstractalternativeThere are three objectives in this thesis; to study the discourses of different social groups in the conflict situation of the Yadana Gas Pipeline Project, to study the media usage of the project operator, the Petroleum Authority of Thailand (PTT), the support groups and the opponent groups, and to study the role of the media amidst conflict situation. The methods of study employed were content analysis and discourse analysis. The study found that in this conflict situation, the PTT, the support groups, and the opponent groups constructed 6 major discourses. These are discourses on development, the environment, human rights, community right, modern technology and knowledge. The study showed that the Petroleum Authority of Thailand, the support groups and the opponent groups used 2 levels of the mass media. These were the national media and the local media. In the national the Petroleum Authority of Thailand was able to have access to ITV television. Since the station has good credibility in news and information it was used as the platform for the PTT to defend itself and to explain the positive sides of the Yadana Gas Pipeline Project to the politicians and the general public. At the same time, PTT was able to silence the opponents in having access to other national media or organize activities with them. But the pro-PTT groups did not use the national media at all. The opponent groups, on the contrary, used Khao Sod newspapers which is a popular newspapers to present their discourses and made them into a national agenda. In the local media, radio and newspapers, of Kanchanaburi PTT and the pro PTT groups were able to monopolize the spaces and air time by providing financial support and using personal relationship. In this way, the opponent groups wer entirely shut out of the local media in Kanchanaburi. The study also found that in such a conflict situation, between the state, represented by PTT, and the people the mass media lack independence to report news and information from both sides. They did not provide access for the people as the channel of communication.en
