dc.description.abstract	การวิจัยครั้งนี้มีจุดประสงค์เพื่อศึกษาข้อกำหนดงานก่อสร้างที่ใช้อยู่ในปัจจุบันในประเทศไทย เปรียบเทียบกับข้อกำหนดงานก่อสร้างของสมาคมวิศวกรรมสถานแห่งประเทศไทย (วสท.) โดยเน้นศึกษาถึงข้อควรเพิ่มเติมในข้อกำหนดงานก่อสร้างของวสท. ในแง่การนำไปใช้ในงานก่อสร้าง โดยทำการศึกษาหลักเกณฑ์ในการจัดทำข้อกำหนดงานก่อสร้าง และจัดทำแบบสำรวจเพื่อสัมภาษณ์ผู้จัดการโครงการหรือวิศวกรโครงการ ในโครงการก่อสร้างอาคารคอนกรีตเสริมเหล็ก จำนวน 20 โครงการ ถึงข้อกำหนดงานก่อสร้างที่ใช้อยู่ในปัจจุบัน เปรียบเทียบความแตกต่างกับข้อกำหนดงานก่อสร้างของวสท. โดยพิจารณาในด้านต่าง ๆ คือ รูปแบบในการจัดทำ ความเป็นไปได้ในการทำงาน และค่าความคลาดเคลื่อนที่ยอมให้ จากการวิจัย ผู้ศึกษาพบว่า ข้อกำหนดงานก่อสร้างของโครงการก่อสร้างในปัจจุบันที่ทำการสำรวจ ส่วนใหญ่ ยึดถือตามข้อกำหนดงานก่อสร้างของวสท. ซึ่งได้แก่ “บทกำหนดทั่วไปสำหรับการก่อสร้างอาคารคอนกรีตเสริมเหล็ก” เนื่องจากข้อกำหนดงานก่อสร้างของวสท. เป็นข้อกำหนดงานก่อสร้างที่รู้จักกันอย่างแพร่หลายในวงการก่อสร้างในประเทศไทย ดังนั้นรูปแบบในการจัดทำข้อกำหนดงานก่อสร้างที่ใช้อยู่ในปัจจุบัน จึงมีลักษณะเช่นเดียวกับข้อกำหนดงานก่อสร้างของวสท. ในส่วนของความเป็นไปได้ในการทำงาน ข้อกำหนดงานก่อสร้างที่ใช้อยู่ในปัจจุบันมีการแก้ไขรายละเอียดในบางส่วน และเพิ่มเติมรายละเอียดที่จำเป็นจากข้อกำหนดงานก่อสร้างของวสท. ในส่วนของค่าความคลาดเคลื่อนที่ยอมให้ ข้อกำหนดงานก่อสร้างในปัจจุบัน มีการกำหนดตามข้อกำหนดงานก่อสร้างของวสท. และโครงการก่อสร้างส่วนใหญ่ที่ทำการสำรวจสามารถปฏิบัติตามที่กำหนดได้ เพื่อให้เกิดความปลอดภัยต่อโครงสร้างอาคาร ศึกษายังพบอีกว่า ปัญหาในการนำข้อกำหนดงานก่อสร้างของวสท. มาใช้ ได้แก่ ขาดรายละเอียดที่จำเป็น เช่น รายละเอียดการทดสอบวัสดุ วิธีการทำงานที่ใช้เทคโนโลยีใหม่ ๆ วัสดุที่ผลิตขึ้นใหม่ที่เหมาะสมกับจุดประสงค์ที่เจ้าของโครงการต้องการ เป็นต้น รายละเอียดในข้อกำหนดงานก่อสร้างขัดแย้งกัน ผู้เขียนข้อกำหนดงานก่อสร้างมีเวลาในการเตรียมข้อมูลน้อยเกินไป ไม่กำหนดวัสดุที่ผลิตขึ้นใหม่	-
dc.description.abstractalternative	The objective of this research is to study and compare present construction specifications with specification of The Engineering Institute of Thailand (E.I.T.) by concentrating on the recommendation for addition to the E.I.T. specification. The approach of the research is to study the concept of specification writing, to interview project managers or project engineers of 20 reinforced concrete construction projects by using questionnaires about the application of present specifications, emphasizing the difference between present specifications and E.I.T. specification in the following areas: format, constructability and allowable tolerance. It was found that most present specifications of surveyed projects employ E.I.T. specification, “General Provisions for Reinforced Concrete Building Construction”, as the main guide, since it is a well-known specification in Thailand. Consequently the format of most present specifications of surveyed projects is similar to the E.I.T. specification. In case of constructability, present specifications modify some details and add some necessary details to E.I.T. specification. In case of allowable tolerance, present specifications follow E.I.T. specification as well and most surveyed construction projects are able to comply. It was also found that the problems of using E.I.T. specification are lack of necessary details (such as testing materials, modem technology concepts, new products), contradiction of specifications, writers of specification having too little time to prepare data, unawareness of new technology products.	-
