| dc.description.abstract | การศึกษาวิจัยเรื่องนี้ มีวัตถุประสงค์เพื่อให้ทราบถึง บทบาทของสมาชิกสภาผู้แทนราษฎรฝ่ายค้าน ในสมัยรัฐบาล ชวน หลีกภัย ซึ่งอยู่ในอำนาจการบริหารงานรัฐบาล ระหว่างวันที่ 13 กันยายน 2535 ถึงวันที่ 2 กรกฎาคม 2538 ( รวมระยะเวลา 2 ปี 7 เดือน ) โดยสนใจศึกษาบทบาทการดำเนินการทำหน้าที่ในการควบคุมรัฐบาลเป็นสำคัญ นอกเหนือไปจากหน้าที่ในด้านนิติบัญญัติ โดยเน้นศึกษาการอภิปรายทั่วไปเพื่อลงมติไม่ไว้วางใจเป็นสำคัญ จากผลการศึกษาวิจัยพบว่า เป็นไปตามสมมุติฐาน 2 ข้อ กล่าวคือ การยุบสภาผู้แทนราษฎรในสมัยรัฐบาล ชวน หลีกภัย มีสาเหตุมาจาก 1. การควบคุมรัฐบาลของสมาชิกสภาผู้แทนราษฎรฝ่ายค้าน ในสมัยรัฐบาล ชวน หลีกภัย เป็นไปอย่างมีประสิทธิภาพ จนทำให้รัฐบาลไม่มีทางออกในการแกไขปัญหาทางอื่น นอกจากตัดสินใจ “ยุบสภา” 2 2. สมาชิกสภาผู้แทนราษฎรฝ่ายค้านในสมัยรัฐบาล ชวน หลีกภัย มีความพร้อมและสามารถใช้สื่อมวลชนได้อย่างมีประสิทธิภาพ ในการรวบรวมพยานหลักฐานในการชี้แจงให้เห็นเกี่ยวกับ เรื่องความไม่ชอบธรรมทางการเมืองของรัฐบาล ชวน หลีกภัย ในเรื่องการใช้นโยบายออก สปก.4.-01 มาเป็นเครื่องมือ ล้มบีบบังคับให้รัฐบาลต้องยอมยุบสภา | - |
| dc.description.abstractalternative | The research aims at studying the role of the opposition in the House of Representatives in the Chuan Leekpai’s administration especially the role of controlling the government by means of non - confidence debate. The findings agree with the hypothesis ; that is the dissolution of the House of Representatives is caused by : 1. Effective control of the opposition giving the government no other choice than the House dissolution , and 2. Readiness and effective use of mass media by the opposition to supply evidences pointing to political illegitimacy and the land reform policy on of the government. | - |
