| Abstract: | การวิจัยครั้งนี้มีวัตถุประสงค์เพื่อศึกษา ความคิดเห็นของเจ้าหน้าที่ผู้จัดเกี่ยวกับปัญหาการจัดและดำเนินการแข่งขันกีฬานักเรียนของจังเหวัดต่างๆ ในส่วนภูมิภาค โดยส่งแบบสอบถมไปยังเจ้าหน้าที่ผู้จัดเกี่ยวกับการจัดและดำเนินการแข่งขันกีฬานักเรียน จนวน 72 จังหวัด จังหวัดละ 2 คน รวม 144 คน ได้รับแบบสอบถามคืนมา 119 ชุด คิดเป็นร้อยละ 82.71 ใช้วิธีวิเคราะห์ข้อมูลด้วยการหารค่าร้อยละ ค่าเฉลี่ย และค่า “ที” นำเสนอรูปตารางและความเรียง ผลการวิจัยพบว่า ปัญหาที่เจ้าหน้าที่ผู้จัดเกี่ยวกับการจัดและดำเนินการแข่งขันกีฬานักเรียนประสบมากที่สดคือ งบประมาณไม่เพียงพอ ส่วนปัญหาที่ประสอบมาก คือ งบประมาณส่งมาล่าช้า อุปกรณ์มีราคาแพง ขาดสถานที่เปลี่ยนเครื่องแต่งกายนักกีฬา ผู้ฝึกเสนอมุ่งแต่ให้นักเรียนเอาชนะ ผู้บริหารโรงเรียนส่งหลักฐานเกี่ยวกับนักกีฬาที่เข้าแข่งขันล่าช้ากว่ากำหนด และมุ่งหวังผลชนะเพื่อชื่อเสียงของโรงเรียน นักกีฬามุ่งหวังชัยชนะมากเกินไป และมีเวลาฝึกซ้อมไม่เพียงพอ ผู้ตัดสินกีฬาแต่ละประเภทไม่เพียงพอ ขาดโอกาสในการเข้ารับการอบรมกติกาที่ปรับปรุงใหม่ ผู้ตัดสินมีงานในหน้าที่มากเกินไป นักเรียน(ผู้ดู) ไม่เข้าใจกติกาการแข่งขัน และเจ้าหน้าที่จัดกีฬานักเรียนในจังหวัดไม่เพียงพอ วัตถุประสงค์ในการจัดและดำเนินการข่างขันกีฬานักเรียน ข้อที่เน้นความสำคัญมากที่สุด คือ เพื่อส่งเสริมให้นักเรียนมีนิสัยรักการกีฬาและการออกกำลังกาย ฝึกฝนให้นักเรียนมีน้ำใจนักกีฬา ส่งเสริมให้นักเรียนเป็นผู้มีระเบียบวินัย และเคารพกฎกติกาการแข่งขัน ฝึกฝนให้นักเรียนเป็นผู้เล่นและผู้ดูที่ดี เพื่อสร้างความสามัคคีในหมู่นักเรียนด้วยกัน และเพื่อสนองนโยบายของทางราชการ เมื่อเปรียบเทียบความคิดเห็นระหว่างเจ้าหน้าที่ผู้จัดที่ไม่มีวุฒิทางพลศึกษากับเจ้าหน้าที่ผู้จัดที่มีวุฒิทางพลศึกษาเกี่ยวกับปัญหาการจัดและดำเนินการแข่งขันกีฬานักเรียนพบว่า ไม่แตกต่างกนอย่างมีนัยสำคัญทาวงสถิติที่ระดับ .05 ยกเว้นปัญหาผู้ฝึกสอน |
| Other Abstract: | The purpose of this research was to study the opinions of organizing officers concerning problems of organizing and conducting of provincial school athletics. Questionnaires were constructed and sent to 144 provincial school athletic officers. Eighty-two percents of questionnaires were returned. The data were analyzed into percentage, means and t-test. It was found that: The problems which concerned the most were the lack of finance for operating and the delay of budget, the high cost of equipment, the lack of locker room for athletes and trainers, the over emphasis in winning of the administrators and the athletes, delayed of sending application forms by the administrators, insufficient time in practicing sports, lack of referee and opportunities to seminar new sports regulation, the referee had too much duty loads. The purposes in organizing and conducting of provincial school athletics which concerned the most were to encourage the youths to participate in sports and physical activities emphasize in sportsmanship, self discipline, be good players and spectators, to encourage unity among the peer groups, and to fulfill the national policy. There was no significant difference at the .05 level between the opinions of the uncertificated and the certificated physical education teachers concerning the problems of organizing and conducting the provincial school athletics except the problems of trainers. |
