| Abstract: | วัตถุประสงค์ของการวิจัย 1.เพื่อศึกษาการดำเนินงานของกลุ่มโรงเรียนมัธยมศึกษา สังกัดกรมสามัญศึกษาในเขตการศึกษา 7 2.เพื่อเปรียบเทียบความคิดเห็น ของผู้บริหารโรงเรียนมัธยมศึกษา เกี่ยวกับการปฎิบัติตามความเป็นจริง และตามความคาดหวัง ในการดำเนินงานของกลุ่มโรงเรียนมัธยมศึกษา สังกัดกรมสามัญศึกษา ในเขตการศึกษา 7 3.เพื่อศึกษาความคิดเห็น ของผู้บริหารโรงเรียนมัธยมศึกษา เกี่ยวกับปัญหาและอุปสรรค ในการบริหารงานของกลุ่มโรงเรียนมัธยมศึกษา สังกัดกรมสามัญศึกษาในเขตการศึกษา 7 วิธีดำเนินการวิจัย ก.การเก็บรวบรวมข้อมูล ประชากรที่ใช้ในการวิจัย คือ ผู้บริหารโรงเรียนมัธยมศึกษา สังกัดกรมสามัญศึกษา ในเขตการศึกษา 7 ทุกคน จำนวน 150 คน เครื่องมือที่ใช้ในการเก็บรวบรวมข้อมูล เป็นแบบสอบถาม ซึ่งแบ่งเป็น 3 ตอน คือ แบบตรวจสอบ สำหรับถามสถานภาพส่วนตัว ของผู้ตอบแบบสอบถาม แบบมาตราส่วนประมาณค่า สำหรับถามความคิดเห็นเกี่ยวกับการดำเนินงานของกลุ่มโรงเรียน และแบบสอบถามปลายเปิด สำหรับถามปัญหา และอุปสรรค เกี่ยวกับการบริหารงาน กลุ่มโรงเรียน ข. การวิเคราะห์ข้อมูล ใช้วิธีหาค่าร้อยละ ค่ามัชฌิมเลขคณิต ค่าส่วนเบี่ยงเบนมาตรฐาน และการทดสอบค่า ผลการวิจัย 1. คณะกรรมการบริหารงานกลุ่มโรงเรียนมัธยมศึกษาส่วนใหญ่ เป็นชาย วุฒิปริญญาตรี มีอายุตั้งแต่ 35 ปีขึ้นไป และดำรงตำแหน่งผู้บริหารโรงเรียนมัธยมศึกษามาแล้ว ในช่วง 1 – 10 ปี 2.การปฎิบัติตามความเป็นจริง และตามความคาดหวัง ของผู้บริหารโรงเรียนเกี่ยวกับการดำเนินงานของกลุ่มโรงเรียนมัธยมศึกษา ทั้ง 3 ด้าน ปรากฏผลดังนี้ 2.1 ด้านบริหาร การปฏิบัติตามความเป็นจริง ของกลุ่มโรงเรียน ในด้านนี้ถือได้ว่า มีการปฏิบัติอยู่ในระดับที่พอใจ ซึ่งในความคาดหวัง ของผู้บริหารโรงเรียนเห็นว่า กลุ่มโรงเรียนมัธยมศึกษา ควรต้องดำเนินการด้านบริหาร อยู่ในระดับที่พอใจมากกว่าที่เป็นอยู่ อย่างไรก็ตาม ในการดำเนินงานของกลุ่มโรงเรียน ทั้ง 3 ด้าน ด้านบริหารนี้ ถือได้ว่า กลุ่มโรงเรียน ได้ดำเนินการอยู่ในระดับที่น่าพอใจ มากกว่าด้านวิชาการ และกิจกรรม 2.2 ด้านวิชาการ ผู้บริหารโรงเรียนมีความเห็นว่า การดำเนินงานด้านวิชาการ ของกลุ่มโรงเรียน มีการปฎิบัติอยู่ในระดับพอใจน้อย ซึ่งตามความคาดหวังของผู้บริหารโรงเรียนเห็นว่า กลุ่มโรงเรียนมัธยมศึกษา ควรต้องดำเนินงานด้านวิชาการอยู่ในระดับพอใจมาก อนึ่งการดำเนินงานด้านวิชาการของกลุ่มโรงเรียนนี้ ถือได้ว่า ปฏิบัติอยู่ในระดับพอใจน้อยกว่างานด้านบริหาร และกิจกรรม เมื่อพิจารณาจากค่าคะแนนเฉลี่ย 2.3 ด้านกิจกรรม การดำเนินงานด้านกิจกรรม ของกลุ่มโรงเรียนมัธยมศึกษา มีการปฎิบัติอยู่ในระดับน้อย เช่นเดียวกับด้านวิชาการ ซึ่งในความคาดหวัง ของผู้บริหารโรงเรียน เห็นว่า กลุ่มโรงเรียนมัธยมศึกษา ควรต้องดำเนินการด้านกิจกรรม อยู่ในระดับมาก 3. ปัญหา และอุปสรรค ที่ทำให้การดำเนินงานของกลุ่มโรงเรียนมัธยมศึกษาไม่บรรลุผล หรือเป็นไปตามความคาดหวัง มีหลายสาเหตุ คือ ขาดการประสานงาน และความร่วมมือของบุคลากร เนื่องจากโรงเรียนกระจายอยู่ห่างกัน การติดต่อสื่อสาร และคมนาคม ไม่สะดวก ทำให้การประสานงานประสบปัญหา อีกประการหนึ่ง คือ ขาดกำลังงบประมาณ ที่จะสนับสนุน การดำเนินงาน และประการสำคัญที่สุด คือ กลุ่มโรงเรียนมัธยมศึกษา มีแต่หน้าที่ที่จะต้องปฏิบัติ แต่ไม่มีอำนาจหน้าที่ตามกฎหมาย ที่จะดำเนินการให้บรรลุผลอย่างมีประสิทธิภาพได้. |
| Other Abstract: | Objectives of the Study 1. To examine the past performances of secondary school clusters in General Education Department in the Educational Region Seven. 2. To do a comparative study of secondary school administrator’s opinions concerning the actual and expected performances of secondary school clusters in General Education Department in the Educational Region Seven. 3. To study the problems and obstacles to the administration of secondary school clusters in General Education Department in the Educational Region Seven. Research Methodology A. Data Collection The population in the study comprised all secondary school administrators in General Education Department in the Educational Region Seven, totalling 150. The instruments used in the collection of data were questionnaires, each of which consisted of three parts : a checklist for the informant’s personal data, a rating scale for the informant’s opinion concerning the performances of the secondary school cluster, and open – ended questions asking about the problems and obstacles to the administration. B Analysis of Data The collected data were analysed through the use of percentages, arithmetic means, standard deviations and the t – test. Findings 1. Members of the Administrative Committee of each secondary school cluster were mostly male, with a Bachelor’s Degree. It is also found that most of them were over 35 years of age, having been secondary school administrators for a period of time, ranging from 1 to 10 years. 2.The actual performances of the secondary school clusters had not come up to the school administrators’ expectation in all three aspects : 2.1 Administrative Performances Although the actual administrative performances were regarded on the whole as “fair” , the school administrators expected to more efficient performances. Of the three aspects of performances, the administrative performances were thought to be comparatively more satisfactory than the other two. 2.2 Academic Performances In the secondary school administrators’ opinions, the academic performances of school clusters were unsatisfactory. In fact, of the three aspects performances, the academic performances were regarded as most unsatisfactory. The school administrators expected much more efficiency in the performances of the school clusters regarding academic matters. 2.3 Performances regarding extra – curricular activities Like the academic performances, the performances regarding extra – curricular activities were considered by the school administrators as being unsatisfactory. A great improvement in the performances as to extra – curricular activities was needed, as expected by the school administrators. 3. There were many factors contributing to the ineffectiveness of the secondary school clusters’ performances. One of these was lack of coordination and cooperation among the schools in each cluster, due to the long distance from one school to another and lack of communication facilities. Another important reason for the ineffectiveness of the school clusters was budget constraint. Above all, secondary school clusters were not given any legal measures to empower them to effectively reach the expected goal. |
